The H. Basileo of Asgarian Federation is the chief of state of the micronation. It is elected by popular elections every year, and it main duty is to represent Asgarian people. He shares exectuive and administrative
functions with the Boule of State.
The oficial residence and office is Los Tordos Palace, in Mimiria CF (Federal Capital)

His Excellency Luis Saint Meran is a well known politologist, constitucionalist, and micronationalist politician that joined micronacional stage at the end of 2007 as a citizen of Waterland Republic. He was senator in Waterland Legislature for the Province of New Manchester, governor of that province, and he became President of Waterland by mid-2008.
Intense militant for the digitalist micronational cause, and fighter against ludical micronationalism, he achieved intermicronacional recognition as he wrote the Saint Meran Protocoll for Digital Micronations, a document adopted for different intermicronational organizations. The most important of them: the EMU (European Micronational Union)
He was also an important piece for the founding, as Asgarian chancellor, of the UMO (United Micronations Organization). He was Secretary of Politics Affairs of UMO since 2009 to 2011. He was the leader of Asgarian delegation in that organization.
He is one of the "Founders Fathers" of the Federated States of Asgaria, and he was host of the New Manchester Conference (2008) that founded Asgaria.
He also redacted the three constitucions of Asgaria (2008, 2010, and 2011)
Politic carreer
He started his political carreer in Waterland Republic, as a member of the National Alternative Alliance (AN) being elected senator and then President.
Founder of the SocialDemocrat Party of Asgaria, and its succesor Transversal Party(PT), he was four times President of Asgaria (when that chair existed), and also legislator, minister of economy, foreign affairs, and education.
In August the sixth of 2011 he is elected first Basileo of the Federation, being the inaugural holder.
